I have checked the complete 1851 Census Indexes for Westminster St James - HO107/1483-85 and Westminster St John & St Margaret - HO107/1479-80  but I couldn't find a listing for anyone with the surname CONNELLAN or anything similar.

Thank you for all your efforts. Andrew Connellan was born in Ireland and immigrated to England. I found him in 1861 census in St James, Westminster with wife Catherine and daughter Rose. Perhaps they immigrated after 1851 or could be they were somewhere else such as Liverpool.
