No, sadly, it's not conclusive proof.
As mentioned, I used a "name" search (surname/christian names) - on two of the NZ passenger list sites, which have this facility. The other option available, is to trawl through various years / various ports of arrival.

It must be borne in mind, that not ALL passenger lists have survived ... and some lists are incomplete. And it's fair to say that those who made their way here, as part of a New Zealand Government (or other organised) Immigration scheme, are better documented.
A death index search however will generally "flush out" those who, for whatever reason, don't appear in passenger listings.
