Hmm, in 1881 Thomas appears to be widowed, living with three kids - Fred, Clara, and "Emona" (Emma?).
In 1882 he married Mary Ann Bass.
She was living in Scalford, Leicester in 1881, unmarried.
In 1871 she appears at the Melton Mowbray workhouse, along with a couple of kids:

Emma is living in Melton Mowbray in 1881, an unmarried servant. I think "Fitz Henry" is "Frederick Bass" in 1881, in Scalford. There is also an Edith A Bass, 6M, a lodger (nurse child/foster child, it appears) with a family in Melton Mowbray.
It seems possible that Emma was the mother of Florence; her birth certificate should clear this up. It seems that Emma might have married in the area, but not until 1904.
