Frederick Phillip PHILPOTT marriage Goole June 1889

I have found a marriage to Emily WILLBE on BMD. Is that likely to be WILLOUGHBY as I can find nothing for any WILLBE on BMD's?

Emily was born about 1870 Howden Dyre Yorkshire.  I have found an Emily WILLOUGHBY born Dewsbury June 1870

I have them in 1901, RG13; Piece: 4424; Folio: 70; Page: 34
but can't find them in 1891..there is a couple with the same names, but that Emily is born Canterbury NOT Goole... RG12; Piece: 748; Folio 121; Page 20.

He is Fredk age 46
