 This could well be the case Suz, James Bennett on the 1861, as a Boarder,  They have to be his relatives. I think i have a marriage for him from the bdm. About 1861  could be to an Eliza Emery,

it is not unusual for someone described as "Boarder" to be a family member

generally a "Boarder" lives and eats with the family

where a Lodger rents a room/bed and eatd separately to the family
