Was he actually born in Dec 1921? If so have you checked the Jan quarter of 1922 as he may not have been registered until then as you have 6 weeks to register a birth.

If Laurence was born on december 25th It is unlikely that he was registered in the quarter ending december 1921

You would more likely find it in the next  March quarter of 1922 where there is a Laurence Williams born in Birkenhead

Yes, he was born on New Years Eve in 1921, maybe that could explain the late registration?
I know my Mum struggled to get me registered so soon after xmas (I was born on the same day - 31st Dec)

The one registered 1st quarter 1922 Birkenhead 8a 781 had a mother with the maiden name Turner.
