The only clue that I can see at the moment (which might well turn out to be merely a coincidence and therefore a "red herring") is on the 1861 Census.
Thomas and Ann were living at 8 Albert Street, Chester and living next door (at 6 Albert Street) were John Jones (age 37, a Railway Pointsman, born Backford, Cheshire) and his wife Frances (also age 37, born Hope, Flintshire). John and Frances had a Boarder - Richard Jones, age 21, a Mail Guard, born Llanidloes(?), Montgomeryshire.
Perhaps Thomas and John (and/or Richard) were related?
