Well I've been through all the pages for Richard Street 1891 and 1901, no Toynes, (or variations) that I can see, so I think the birth cert is going to be the best next step, then you'll have a bit more information, hopefully

In 1911 he was a Street Hawker on Steel House Lane. I assume that 10 years previous (aged 13) he would probably still be at school.

I have tried every variation of Toyne (Toin, Foyne, Foin, even sounding out with a Dudley type accent!) without success. 

I'll definitely order the birth certificate - at least I should then have three names to look at!

not necessarily still at school - look at the census generally to see what went on !

sorry you've got to resort to the Cert, but I suspected it might be one of those !
