I had tried Suffolk in an endeavour to track Hamment's parentage a I thought like you both, that he said where he lived and not where he was born. Then, Mary Ann Crane has proved a problem too! In he 1851 Census she calls herself Mary A Wintle born Cratfield Suffolk. The children Hamment and Fanny Stevenson are declared as being the children of Daniel Wintle and there is a Pamela Wintle aged one year. So, She must have known this Daniel in about 1849 but they never married until 1854 when Daniel died. Mary Ann is not too good on the truth. Yes, the 1841 census, which is unreadable on my PC has a front page stating Civil Parish Ross, cou nty Herefordshire and Hundred Greytree. Hamment's surname is spelt Stephenson and age 25. I cannot verify as the handwritten page is too feint to read.
