Conservative Agent

Hi all,

I have some one who is a conservative agent in the 1901 census and a political agent in the 1911 census.
Can any one tell me what this is please? Is it an MP?
Also where would I go to find further information about him?
His name was John Monks B: abt 1867 in Shuttleworth Lancashire.  In the 1911 census he is living in Shuttleworth also.
