Could someone please restore the attached photo

Hi

I'm not sure that there's a lot that can be done  :-\ It seems highly compressed and there's a lot of banding.

Anyone got any good filters, Ninja doesn't want to do anything to it.

I think the problem here is possibly that it is a photocopy
Possibly of a newspaper article
Therefore it is flat and give nothing to work with

I've restored a lot of photocopies and this is not the real problem.

Can it be rescanned to get rid of those bands and save with no jpg compression.

I've tried all my various tools but, apart from making it spludgy, I can't get anything to work on at all.

Attach what it looks like at 200%  which is the lowest that I would work on :(
