I looked for your person and no luck for me... That newspaper microfilm is badly imaged, and so may not be all there, but I checked about a weeks worth through, and again on the backtrack...and could not locate it...
However, I did search later years for any Waters I could find in Brandon, and have compiled a file with those newspaper clippings. They may or may not be descendants, but there may be a clue in there that rings a bell....
