if you look at people's avatars on the left of the screen, there are small icons underneath, one looks like a clipboard and this is the personal message one. Click on it to access the personal message system.
If their icon is glowing bright green there is a good chance the other person is online
You can also send a message via a users profile, here's Lawrences, the link to personal messages is at the bottom left
