THe portrait style used in the photo (the oval vignette) was popular in the 1870s, but that would preclude it being a picture of Henry if he was only born in 1873...he looks in his late teens/early 20s in the picture, which if it was Henry would make the date 1890-95 or so.
Is there anything on the back of the photo at all? A design or any printed writing?
Re. the uniform, possibly a high-resolution scan of the man's cap might give a few clues. At the moment it's a bit small to see any details.
