Second WW2 Photo Restoration

Would some kind soul try and restore this one for me, I think this will be a bit tricky so I am not expecting great things (there's a challenge).  Black and White only please.

Thanks everybody.  For those that are interested, this is a scene of an inspection on the Quaterdeck of HMS Western Isles in Tobermorey during WW2.  HMS WI was the Flag Ship of the Sea Training organisation that prepared our ships for fighting the U boat threat.  The guys in the picture are the trainers, their results led to over a 100 U boats being sunk.  As the U boat was the main threat to GB in WW2, these men effectively ensured our victory - in modern parlance they would be heros.
