The marriage record for Hugh & Annie is here:
http://labs.familysearch.org/ It says Annie's parents were John Blizard and Caroline Hanoway (looks like it could be Harroway), so that seems to match. Hugh was age 34 and born in California.
The 1900 Census is available on that site too, but I haven't found them yet. The brother Arthur's marriage record seems to be there, and it looks like he's in Fenton, Michigan in 1900.

In the 1920 Census, Hugh is still in Vernon, still a laborer, listed as widowed, and living with a housekeeper. His daughter is not with him. In 1930, he is in Durand, Shiawassee Co., Michigan, still widowed, still with the same servant, and working as a painter.
