However, your response does not clarify when or where RC members should stop discussing things.

A recent thread suggested that it was inappropriate to discuss other sites as "they were nothing to do with RC" (I paraphrase).

I've yet to see a thread being locked / removed if it has positive comments about other sites.

Where do we draw the line?

The previous remarks about "off topic" do not refer to the discussion about TribalPages

They refer to the discussion about posts on the Lighter Side counting in the totals.

Although "off-topic" as far as the discussion about Tribal Pages is concerned,
we wanted to supply this information for clarification.

I think Arranroots has explained it clearly here (my emphasis on constructively):

p.p.s. please would everyone be aware that while you are welcome to discuss other sites constructively on Rootschat, it isn't the place for disputes with the providers.  (Although they are welcome to rebut accusations in the interests of fair play!)
