I had a look at Westerleigh on the 1861 census. Ther are 3 entries for Belcher.

Samuel Belcher, Coalminer, aged 75 with wife Hester.

Samuel Belcher, Coalminer, aged 26 with wife Mary A.
 
Betsy Belcher, Servant, aged 25

I couldn't find a William or John Belcher.

If you can make a connection to any of the above I can post the information.

I found to trace of William or Lucy in GLS in 1851, possibly they moved to MON with John in 1840s and stayed there.
