He's Thomas in 1881 - same street as 1891, but with wife Ann. and a LOT of kids

Seriously though,either the enumerator made a mistake and copied his name down wrongly or he is really Thomas and changed it to William to make a new life?

Have to get tea now so don't have time to find Ann and the kdis in 1891- sorry!
