Birth indexes very rarely have parents's names. You'd need to order a certificate for that.

Lynn as for locating the Will of William Lloyd Williams you will first have to find his Death Certificate and note the exact Address he died at,or was residing prior to his Death,and of course the exact date of death.You will have to send these details to York at;
