Looking for his birth certificate ....canonot locate it on BMDs. Born 1941sh (says 1943 on census but death cert gives him 54 in 1895. Bilston Staffordshire?

have you been through the full GRO birth index?

freebmd has this one, possibly not named until later:
Mar 1843 Wolverhampton    17   394   STANLEY    Male   

You could check parents' names with the register office before buying the cert
