one from me but it looks like someone in the past has already had go at it.    badly drawn/painted in right lapel and a curl of his hair.

Yes, someone has already had a go at it, but long before the digital age.  It was very common to retouch these enlarged portraits as the enlarging process made the details very indistinct.  Retouching (especially eyes, hair and clothes) becomes more obvious as the years go by, because the picture underneath almost always fades or changes colour, but the retouching stays the same.
