hope this isnt asking too much, but could anyone on here please attempt to have a go at restoring this pic?..i know its in a terrible state..but my friend would be so pleased at any effort. :)

My attempt.
POSTEES: If possible, PLEASE, scan your images at 300 - 600 dpi, for both ease of restoration and best results
RESTORERS: Feel free to change/improve/colour any restorations posted by myself.  Acknowledgment would be appreciated.
