Could this be him on the 1891 census:
Thomas (unreadable character) Dovey, Son, Scholar, age:6, living at Worcestershire - 93 Brunswick Road, Kings Norton - born: Farnham Surrey
The father is listed as Thomas Dovey 41, born: Kidderminster, Worcsestershire
The mother is listed as Esther Dovey 33, born: Aylestone, Leicestershire
there are 3 other siblings, Jemima, 7, born Spalding, Lincolnshire; Joslyn, 14 or 4 (enumerators mark right through it), born Bridlington, Yorkshire; Harold, (can't read age as again the enumerator has gone mad), born Farnham, Surrey.
The father's occupation is Assurance Agent 'Life' which would explain why the family has been moving around a lot.
The Farnham registration district boundaries changed frequently, so if they were in one of the villages to the east of Farnham then it would have fluctuated between Farnham, Farnborough & Guildford registration districts down the years. This would suggest looking for a baptism in places like Seal, Tongham, Ash, Ash Vale, Compton, & other local parishes.

For his birth registration, I'd concur with Barbara on the Bridgnorth one, because his family were obviously highly mobile & probably just registered on their next stop.
