Well too young to be children of Henry and Alice Steer, so presumably another Payne married a Steer.  I'll check FindMyPast around that time. 

Did they all call their children Winnie, my gran had a sister called Winnie but she was a Terry of course.

Ok found a Alice C A Steer and Fred Payne married in Reigate September 1911.
