Sorry for any confusion, I have miss read the marriage records it appears to say 'sojourner'. I have been told that this indicates 'not of this parish'.
As for not finding John on any census records, I am currently looking at the burial records for St. Peter's Barnstaple and as yet I have not been able to find anything.

So we now know that although  they married in Devon, John was not from there.

They had at least 3 children, Elizabeth, Mary and John

These names are consistant with the John Pavy I found b Wayford, Somerset 1806  although I do realise that these are very common names.

When Elizabeth Pavey is married 1844 her father John Pavey is shown as dead, and as Jane is shown as a widow in 1841, so John died before then.
From what I have been able to trace, John Pavey was married to Jane Davis, 1823 and had Elizabeth 1824, Mary 1825, Samuel 1831 William henry 1834 and John circa 1838. There is another son of Jane , Charles 1843 but  John cannot be his father.
I too have no clue as to where John is borm

Remember that sojourner does not necessarily mean out of county, it just means of a different parish to the one in which the marriage took place. There were quite a number of PAVEYs from the Stockland, Membury, Chardstock, Yarcombe and Axminster area of Devon.

I have been looking more at Jane Pavey. she is shown in 1861 census as born 1797 in Westdown, but 1841 census shows born circa 1805.
Where was she and family  in 1851? Only one I can find who looks like it is Jane Pavey 40, ie born cira 1811, but born Westdown, and in same house hold as Mary Davis unmarried born circa 1836 and who is niece to head of household Elizabeth Mason, widow, born circa 1723 Tawstock.
Children John and Charles, although shown born Bideford, are probably in Green Lane Barnstaple in 1851 census, shown as lodgers but next door to elder sister Elizabeth and husband Richard Shaddick. But where are Mary (possibly dead?), Samuel and William
