I have checked the 1790 Suffolk Poll Book at, Eriswell, Lackford and Mildenhall, but there were no listings for anyone with the surname HERBERT.

This does not necessarily mean that your ancestor was not living there then.  It might just mean that he was not eligible to vote for some reason.  To be entitled to vote you had to be; male, be 21 or older, and own freehold property or land.
