Was your Mum or Grandma in the Civil Service in 1940/50's?

I am trying to identify a time and/or place of this group photo. I know my aunt, pictured front row at the right was born in 1915. I believe she joined the public service sometime after WW2.
I wonder if anyone can identify any of the women who are obviously celebrating something, maybe a work Christmas party, although I really don't know. Judging by the food and drink on the table, it must be after 1946!
Anyway, I thought someone may have some ideas, and somewhere there must be another 12 copies of this picture.(if they are not in the rubbish long ago)
Here's hoping that one of the Rootschatters may also have a copy and may have some other details.

Hi, I just came across this (searching for Civil Service). I've tried a Google Image search but it hasn't found any matches (don't know how good its coverage is). Sorry not to be of any help.
HAY - Aberdeen, Shetland, etc.
LEE - Todmorden, etc.
BELSHAW - Farnworth, Bolton, Wigan, Manchester, Todmorden, etc.
ALLINSON - Pontefract, Leeds, etc.
UPWARD - Isle of Wight
