Caro, my apologies for taking so long to get back to you.

I have the paperwork that I did for my brother in law now. 

George Levi Bell Tilbury (1872-1927)
He is on 1881 Census with parents in Upper Clatford Hampshire age 9.
He is not on 1891 Census with parents, but I can see your target there, Sydney age 9.

I have not found George Levi Bell Tilbury on 1891 (age 19) or 1901 census.  Next finding is 1903 when he married Ann Banning in St Mary's Parish Church, Overton, Hampshire.

Are you related to Tilbury?
