Foreign?

Could some kind person explain what is meant by 'Reigate foreign' a parish in Surrey which I came across when searching  for my elusive Clemmans family.
Is it just an unusual parish name or does it  have some other significance?...or am I suffering from an overdose of Christmas and being really dim?!?! :D

Jocie - I just Googled Reigate Foreign it seems it is/was a Civil Parish - there are several links.. could not look at them though as my pooters on a serious go-slow..am logging off now, hope that helps..

Have come across "Walsall Foreign" as a parish in Staffordshire in the last couple of days, I thought it strange, but obviously is more common than we think! :D
Morgan/ -Hereford, Gloucester, Pontypridd
Bowen/ Bibby/Wright - Hereford
Whitney - Hereford, Staffs, Notts
Lockett/ Price  - Kington Hereford

Interesting!  I have just 'Googled' both parishes and found out allsorts of information but no reason for them being called 'foreign'. Maybe it was an area near the main settlement where newcomers settled...that's me grabbing at straws!!  Oh well perhaps someone will come up with a more sensible answer!!

Having lived near Reigate for many years I can say I'd never heard of this civil parish either, but it did exist (1866 - 1894). Not very large though.

From the Vision of Britain website Reigate Foreign is listed as one of the townships which made up the parish of Reigate
