Doubt any  fascists movement wouldve been around in uniforms  in 47!

Wonder if he could be either a hotel security man or maybe a security man for a major company.  A lot of companies, large shops and large manufacturing companies used to employ security guards. They would wear a uniform like this and would also have whistles so they could alert their colleagues in an emergency.

The wearing of medal ribbons would not necesserily mean it is military uniform but probably was just to show ex military employee. 

I reckon if the letter FL could be worked out then the puzzle would be solved. If the family lived in Wales then maybe a major company in Wales?

Heather is the person who owns the photo and the man is her relative.
She asked for help to identify the uniform on the Rootsweb Liverpool list.
A number of us are trying to help her identify it of which I am one as is the man who posted the picture on his website in order to help try to identify the uniform .
I already posted her original query along with the information about the man

Now then, where did he live?

That may give a clue to either of the letters...was it Liverpool or one of the sub / surronding districts?

Maybe perhaps Ford Limited or have they always had the Ford logo they use now? They had a factory at Hailwood which is on the outskirts of Liverpool.
