This is their marriage and this is your grandfathers birth reference - he was born 1914 not 1915.  I have checked the GRO index and there is no Philip C Park birth in 1915

Marriage - September quarter 1914
James Park/Edith A Jackson  Ulverston  8E 1798

Birth Philip C Park June quarter 1914 mothers maiden name Jackson Ulverston 8E 1385

It would appear they married shortly after Philips birth.  If the Preston 1898 birth reg for James is the right one - he was born in the June quarter of 1898 so was barely 16 when Philip was born.  If Edith was a little younger - they may have had to wait until she was 16 before they could marry

Is this the Philip Cecil Park you are referring to?

Philip Cecil Park born 15 Mar 1915
Death  Mar 1991 Age   (estimated): 76 
Registration district: Luton   Bedfordshire, Hertfordshire 
Volume: 9 
Page: 622

Apart from the year - a March birth that was only registered in April would be shown in the June quarter of that year

Although the year is wrong - if his birth was only registered in the April - it would show in the June quarter

There is definitely no Philip Cecil Park birth in any quarter of 1915 so it must be the 1914 one which ties up with the 1914 marriage
