Could Frederick Hopper Wallace have been born overseas? Father in army? Some interesting newspaper cuttings.
Morning Post March 1862:  Wallace-Oakley. On 15th inst, at Christ Church, Forest Hill by Rev J Clarke, Mr Annesley Frederick Wallace of Simla, East Indies to Charlotte, eldest daughter of Mr William Oakley of Cedar Lodge, Forest Hill.

Pall Mall Gazette April 1869: On 8th March at Umballa, N.W. Province India, the wife of Annesley Frederick Wallace, of a son. (Frederick Hopper?)

Annesley Frederick's father was a William Nevin Wallace of Downpatrick, NI - who died leaving a published will in Northern Ireland, says Annesley Frederick Wallace, late of the 54th Regiment was resident in England.  Quite a wealthy family and it seems all children had at least two christian names. It could account for the fact you have not been able to find Frederick Hopper's birth or on census if he was born overseas and subsequently travelling around with his father.
