, anyway the one thing you cant rely on is ages on census records ! so i had a look about and found a possible link for james you say his wife was ann so i rechecked the igi and found this
born about 1768 in langford budville somerset
married 6 feb 1793 wellington somerset
wife ; ann jewell
born about 1772 also langford budville somerset
i also found a possible for william plus 2 births linked to this james there may well have been more but i need to dig about a bit.
children;
john twose 17th july 1823
christening; 10th august 1823
baker twose 15th july 1827
christening 12 august 1827
death 28th june 1828
all at culmstock
so it seems wellington was the main town at that time .
i also had a dig around the 1881 census and found john , james and annes son ,had moved up to london
all living at 61 frederick street london middlesex

seems they moved about quite a bit , the parents it seems stayed around devon tho i cant see much on the records, do you think william could have been a brother to james or maybe james had married twice? big difference in ages to be a son so must be a relative. at least with john you can work on the childrens ages to locate the area they were living in which can be a great help
