Does anyone know where I can find pre 1813 parish records - baptisms in particular without going to Devon & without the need of a microfiche reader?

Have you tried IGI
 The Mormons have a huge database which you can  order and view at the nearest Church of the Latterday Saints that has a library. Google should find that.

If you know where the birth /baptism occurred you could try Genuki and see if there's an On Line Parish Clerk for that parish

Yes I've tried IGI.  Quite a lot of my people don't seem to be on it or theres no info like the parents names to be able to take it further.
