Althought Stafford is a common name in Wexford you have a big clue here. Nestor is very unusual. It seems to me that it is probably a surname (being used as a second Christian name). So perhaps you would have more luck following Stephen's mother's line. A quick scan of the Griffith's Valuation shows a James Nestor in St. Selskars in Wexford town. Familysearch.org brings up 43 Nestor records so you may have some luck by focusing on the districts shown for these. No Nestors (or variants) show in the 1911 census, but one shows in the 1901 census in Wexford town, although he was from Co. Clare. My gut feeling is that this Nestor was not a Wexfordian.
