Thanks for those posts. My big problem is tracking William down with his parents or at least getting their names.

Does the marriage record show who his father is please?

You will have to get a copy of the marriage cert.  Thats the only way you're going to know for sure

There are only Two William Rossiters in Monmouthshire in 1841 that I can see.
One born abt 1838 so you can discount him.
The other born 1806 out of county who has a 10 year old Hannah Rossiter with him.

Is it possible to post what you have and to find Hannah in the 1851 Census please? If I can find Hannah's  birthplace I can match it up in my database with Hannahs whose father William was born 1806 of which I have 4.

Can't find Hannah in Monmouthshire.  She's not with William, I found him in Bedwellty - by the way he was born in Somerset.

I'll widen the search for Hannah.
