I think we need a bit more to go on, was she born in Staffordshire?  or do you expect her to be living in Staffordshire? as I cant see anyone on the 41 that matches.  This is all I can find on the IGI

Yes Patrish there is something of a mystery connected with all this.

I know that Ellen Downs came from Staffordshire, and I know that by 1851 she was married to William Newton  (of Northamptonshire) and living in Birmingham.  But I cannot find either of them in 1841.

I just wondered if Ellen was still in Staffs in 1841 (hence my query); it might help me to work things out a bit.  There is a possibility that she was a second wife and brought children from a first marriage to Birmingham.   If she married twice, I suppose Downs might be her original surname or the surname of her first husband.....

Oh dear.  Perhaps I should investigate the marriage first and then work backwards to the census.  Anyway, thanks for your interest.  I think I'll leave it there for the moment, and see if I can go at it from a different direction.

Thank you,

Florence

As  recently reported in the Northants Look Up requests, I think I have found the NEWTON family I was looking for in the 1841 census  .....  under the name BURTON!

Note the similarities between this and the family I am looking for:
Burton    William        30      1811   Boatman
Burton      Ellen           25    1816                         in county (Staffordshire)
Burton    Elizabeth      6      1835
Burton     Lucy       1 mnth   1841                         in county (Staffordshire)

HO107   992   3/5   2     living at Wharf Street, Shelton, Stoke upon Trent.

Janan thinks this might be it!

Thanks for the suggestion.  The place is certainly close to where I hope to find William Newton, but I'm not at all sure about a brickmaker.  The William NEWTON I am looking for was first a  BOATMAN, and later a railway worker. However, I will keep your suggestion in mind.  Thank you.
