Fred Maskell 1891/1901

I wonder if anyone can help, as I have hit a real brickwall on this one.

I have an ancestor, Fred Maskell born 1876 Brighton,Sussex and I can find him in the 1881 but not in the 1891 or 1901 census returns.

I am fairly sure he was illiterate, so this may be a problem in the spelling of his surname, but to go missing for two censi?

Any thoughts or lookup help would be appreciated.

If he's an ancestor, then when/where was

(a) any marriage (if any)/
(b) any offspring (with names)

here is an interesting clue in 1891 Brighton - is Sarah (Fred's mum) Mother or Mum-in-Law - Walter is specifically Brother to Head ?

Have tried the Weller route, Newfy - But Fred was born a Maskell  ;)

I can't see his brother Joseph born ca. 1874 anywhere either  ???  :-\

Death coverage on FreeBMD is very good for 1881-1891, just a few missing % in 1883. Have checked 1883 but didn't see them.
