Missing Person in 1891- help please!

I am trying to find James Quarm and family in 1891 and 1901.

James Quarm was born Plymouth 1843/44.  He married Emily Sanders in 1867 in Biggleswade and in 1871 and 1881 they were living in Burton on Trent. His occupation was a cooper.

I believe that James may have returned to Plymouth in the 1880's.  All of his  children have turned up in this area in 1891 or 1901.  His son ,Walter, married Elizabeth Amelia Plimsoll in Plymouth in 1888 and was living there with his family in 1891 and 1901.  James' daughter Caroline may have married in Plymouth in 1898.  Three other sons, James Owen Quarm, Charles Quarm and Frederick Quarm joined the navy and were in ships off Plymouth 1891/1901.

There is a death record for a James Henry Quarm 1903 Plymouth and for an Emily Quarm 1908 Plymouth.

Trying to find James and Emily in 1891 and 1901 with no luck!  Hope someone can help

Thanks. Not sure if it's the right family?? The children should be born Staffordshire or Bedfordshire.  It could be them, but more research necessary...

Thanks. I'll look up that address on the census for 1891 and 1901.
Son James was also a cooper, but probably a bit young to have his own business in 1893? He was in the Navy not long after that.

PS Where did you look up Kelly's Directory?

Have looked at Census returns for 1891 and 1901, and the Quarm family are not living in Mill Street  ???   I guess they could have lived there briefly or it was James Quarm's business address?  Any suggestions what to do next?

I got the Kellys 1893 info from here:

Unfortunately there isn't a similar entry in the 1889 or 1902 editions.

Possibilities?

* James and Emily may have died before 1891. I know that there are later death registrations, but we also know that there was at least one other 'Emily Quarm' living in the local area.

* They were still alive but were completely missed from the 1891 and 1901 censuses. Unlikely but not impossible.

* Their names have been misstranscribed. Possible but not terribly likely. I expect you've done the same basic searches as me - just first names with approx year of brth.

 :) Found them in 1901!  Tracked down their daughter from her marriage registration. She married  a John Henry Ellis and was living in Plymouth. Fortunately, not too many people in Plymouth were born in Burton-on-Trent. 
A few doors away were living 'Charles' Quarm, cooper, correct age and place of birth. Wife Emily, born St Neots Cornwall (was actually St Neots Hunts, but an understandable mistake), with lodgers who were born Dudley, Staffs and Burton on Trent.
Will try the same address in 1891, and see if he changed his name, it was his middle name, or it was just a plain mistake.

I did spot that entry for Charles and Emily Quarm but wasn't too sure about it.

However, does this mean that 'William' and Emily Quarm in 1891 might be the same couple?
