To support this there is a death of Florrie Watson March qtr 1898 Huddersfield 9a 259 aged about 8 years old which is why she wouldn't show up on the 1901 census.
Of course with this occupation this may again not be your family but you are going to have to start somewhere with some facts and I would suggest that either you go with Pinetree's discovery of the twins entry and obtain the birth certificate for Annie and/or Herbert and confirm whether you believe it is your Annie - given the birthday the quarter would be right, even if the year is one out from what you originally throught.
