Is it possible that census returns could help you a bit? I "found" two brothers named together in a lancashire Industrial School, in a census, and got the impression that the Industrial Schools were a bit on a cross between an orphanage and a Reformatory! Quite disconcerting. Hope you have a better outcome.
Threlfall (Southport), Isherwood (lancs & Canada), Newbould + Topliss(Derby), Keating & Cummins (Ireland + lancs), Fisher, Strong& Casson (all Cumberland) & Downie & Bowie, Linlithgow area Scotland . Also interested in Leigh& Burrows,(Lancashire) Griffiths (Shropshire & lancs), Leaver (Lancs/Yorks) & Anderson(Cumberland and very elusive)

My gg grandmother was admitted to to the Workhouse at Brownlow Hill on 23 December 1880 with her three children.
The children were transferred to Kirkdale Industrial School on 7 January 1881.
On 24 August 1881 the children were transferred back to Brownlow Hill, presumably to be released with their mother.

I think there may have been further admissions to Kirkdale. Emily certainly learned to read and write as it is her writing on the 1911 census. Her mother was back in Brownlow Hill in 1891 while Emily was in service, which was the sort of life for which Kirkdale prepared girls.
Looking at ALSTON in south Ribble area, ALSTEAD and DONBAVAND/DUNBABIN etc. everywhere, HOWCROFT and MARSH in Bolton and Westhoughton, PICKERING in the Whitehaven area.

Census information is Crown Copyright. See www.nationalarchives.gov.uk for details.
