I still think the first letter looks like an H, so I would go with Hevers.

Update  :  I have checked on the Canadian 'Soldiers of the 1st World War' Site.
Found a  : George Arthur HAVERS, George Francis HAVERS and a George Edward LAVERS. 
So that gives something to go on, for now ..  Thanks!   :)
