There are several Hales in England besides the ones you mention!
However, I suspect it may be the Hale near Altringham which is now in Greater Manchester but was Cheshire. The reasoning behind this is that there was this family living in Bowdon in the 1871. (Hale was in the parish of Bowdon.)

I can only find Frank (Francis) in later census`s and he was still unmarried on the 1901 - I wonder if he was the Uncle in question. He was variously listed as Merchant and Agent.
If you go to
www.ancestry.co.uk and select England and Wales BMD Index (Beta) you can view the actual GRO indexes. You may be able to find Williams Birth or Charles marriage. If William was born in Hale, Cheshire then it should show up as Altrincham.
