I've just been looking at this, and I think the information is from the 1861 census, RG9 2936/6 Page 5 in Manchester. On the original it looks more like Messon which could easily be a misheard Neston. The Neston PR's are online at
http://www.csc.liv.ac.uk/~cprdb/, but there is no Thomas ABEL or ABLE at that time.
There is this entry in 1851, HO107 2187/143 Page 19, at 17 Mann St, Liverpool:
Hugh ABEL, Head, Mar, 52, Shoemaker born Neston Cheshire
Roger ABEL, Son, U, 24, Boiler Maker born Neston Cheshire
John ABEL, Son, U, 22, Smith born Liverpool
Thomas ABEL, Son, U, 18, Labourer born Liverpool
Robert ABEL, Son, 6, Scholar born Liverpool
And a baptism on IGI at familysearch.org at St Peters, Liverpool
Thomas ABEL born 11 Feb 1834, baptised 3 Mar 1834, parents Hugh ABEL and Sarah.
Roger ABEL's baptism is at Neston, 16 Mar 1827 parents Hugh and Sarah.
Robert ABEL's baptism is also at St Peters, Liverpool (IGI) on 17 Apr 1837.
