I have checked the entries on the 1871-1891 Census, in all these entries
Thomas Rose B 1863 states born Reading which should be Riddings, Riddings and
Alfreton.
I think you are confusing the BMD entry which states Belper, this does not mean
he was actually born in Belper this is just the Registration Area. It would appear
from the Census Information he was actually born in Riddings nr Alfreton.
If you re do your search on free BMD
http://freebmd.rootsweb.com/cgi/search.plfor Thomas Rose B 1863 when the actual entry appears click on BELPER, on next
screen it will say Information about Belper Click Here, if you click on this you will
see all the places covered by the Belper Registration District one of which is Alfreton.
When you find a Death/Marriage or Birth it is always advisable to follow the above
to obtain all the places covered by a Registration District.
I am assuming that the only place you have seen Belper is this Birth Registration
