Colchester miitary camp 1871

In the 1871 census I have found a Richard Bilton, private age 34, born Runcorn, Cheshire. He was in "The Camp" Colchester 1st ward, St Botolph, Essex, no regiment given. The description page has a note "This enumeration is presumed to belong to 4/60th K.R.R. " and " No mention is made anywhere as to which regiment it represents". Does anyone know how to find out which regiment(s) would be there in 1871 so I can try to order film for his service records? Also what is the K.R.R. ?  My online search did not yield anything. Thanks in advance, Shirley.
