Can anyone read what the first name of the "fathers name" is please and the address.

Definitely Frederick Herbert (the first line) and Stanwell (a guess) MARSHALL in the second line.
The street name is 11 Queens and it may be Road.
If you let me know the name of the town where the marriage/birth took place, I can try and look up a street map on the web.

This might be easyer to read now but ok

This is strange, he was known everywhere else as Thomas, I have run checks on Ancestry and IGI but I cant find a Frederick Herbert that fits in with my family?

I thought getting Robert Herbert's marriage cert might help me find out more about his father - no chance!
