Budd family in Hampshire

Can anyone tell me how I can find information on Edward Budd, born in Havant, Hampshire around 1804.  How do I go about finding information on his parents.  I have later information regarding his marriage to Martha Knight in October 1833 and their children but have no idea how to get earlier information about him.

Havant records are supposed to be included there, but no Edward Budd born in Havant shows up.   Was the family non-conformist?

Have you found him on more than one census?  Is his birthplace consistent?

Perhaps the Hampshire Records Office in Winchester may be able to help, according to this page they hold some parish records, else Portsmouth Records Office may be the place to look.
