work some magic?

I wonder if anyone would be so kind as to work some magic on this pic of my great aunt Lillian.  She had medium brown hair, and hazel eyes.  I'm not sure about the colour of the dress :)

Can I just ask if this is the original scan of this photo, because it looks to me like it has been put through some kind of filter.

If you can get hold of the photo and can rescan it, would it be possible to post that? If not, I'm afraid that the results may not be too good, because most of the detail, especially in the eyes, has been lost and would be extremely difficult to repair. It could be done, but the result would be far from satisfactory.

Hope you can post a clearer copy to work on

had a play, but still playing around with colouring in which is a bit hit and miss at the moment
so I'll leave that to to the folks who may be able to compliment the pic .
Used Neat Image free download to iron out some of the noise and give a slightly better image.
